The American Society of Civil Engineers, San Diego Section, presented its 2010 Award of Excellence to the Otay Water District and Lee & Ro, Inc. for the Jamacha Road Pipeline Project. The award was presented in 2011.

The Municipal Information Systems Association of California presented the Award for Excellence in Information Technology Practieces to Otay Water District. The award recognizes outstanding practices in Information Technology that have met or surpassed local government standards. The award was given to the District's Information Technology and Strategic Planning Department.

The Government Finance Officers Association of the United States and Canada (GFOA) presented a Distinguished Budget Presentation Award to Otay Water District for its annual budget for the fiscal year beginning July 1, 2010. The GFOA is a nonprofit professional association serving 17,600 government finance professionals throughout North America. The Distinguished Budget Presentation Awards program is the only national award in governmental budgeting. In order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, an operations guide, financial plan, and a communications device.

The California Society of Municipal Finance Officers presented its certificate of award for Excellence in Capital Budgeting to the Otay Water District for fiscal year 2010/2011.

The California Society of Municipal Finance Officers presented its certificate of award for Excellence in Operating Budgeting to the Otay Water District for fiscal year 2010/2011.

The American Public Works Association, San Diego – Imperial County Chapter, gave its 2010 Honor Award to the Otay Water District for the 850-4 Reservoir. This 2.2 million gallon water reservoir serves the La Presa community in San Diego’s East County.

The Public Works Association (APWA), San Diego - Imperial County Chapter - presented Otay Water District and Infrastructure Engineering Corporation with the 2010 Project of the Year Award for the 640-1 and 640-2 (10 MG) Reservoirs.

The Construction Management Association of America (CMAA) presented Otay Water District and Valley Construction Management with the 2010 Project Achievement Award for the 1296-3 Reservoir. The 1296-3 Reservoir is located in Jamul, California.
