HIGH SCHOOL SENIORS INVITED TO COMPETE FOR SCHOLARSHIP

Graduating high school seniors living within the Otay Water District’s service area are encouraged to apply for a $1,000 scholarship. The purpose of the scholarship is both to provide financial support while raising awareness of special districts and their role in the local community. Special districts are a direct link to government for many Californians, yet few people understand the work and history of special districts.
Special districts are a separate form of local government that deliver public services to a particular area. In California, citizens form special districts to provide services to their community. These services can include water service, sewer, parks and recreation, fire protection, even cemeteries. Each special district has an elected board of directors that meets publicly, sets policy for the district, and provides its services within a defined area.
As part of the scholarship competition, students must submit an essay that demonstrates their knowledge of the purpose of special districts. Applicants must also provide a one page personal statement related to their background or goals. Selection criteria include community involvement or volunteer service, letters of recommendation from high school faculty, and grade point average.
Students may download an application (click on the Education then Scholarship tabs above) or contact Ms. Rhianna Pensa at 619-670-2291. Applications are also available through high school counseling offices within the Otay Water District’s service area. Applications must be received by 5:00 p.m. April 9, 2010. Applicants must live within the Otay Water District’s service area to be eligible.
The Otay Water District is a public agency distributing water to more than 202,000 customers within 125.5 square-miles of southeastern San Diego County, including the communities of Spring Valley, Jamul, La Presa, Rancho San Diego, eastern Chula Vista and Otay Mesa.
