BILLING DATES |

Customers receiving sewer service from the District will get their bill around the middle of each month. Water bills,
however, are sent within a day or so after your meter is read. Meters are read in routes and when you get your bill each
month depends on where you live. Unfortunately, at this time we are unable to customize your billing date. The day (of the
month) it comes will remain fairly consistent, however. |

WATER RATES |
|

|
Technically, the water that flows from your tap is free. That's right, it's provided by nature at no cost. Unfortunately, we
live in an area of the state where nature provides only a small percentage of the total amount of fresh water we need. The
balance must be transported from hundreds of miles away using a complex and extensive system of pumps, aqueducts, pipelines,
storage reservoirs and filtration plants. Thousands of trained professionals are needed to keep it all operating at peak
efficiency. Our water dollars pay for these systems and the power, chemicals and people needed to operate them. |

RESIDENTIAL CUSTOMERS |

Water is charged per billing unit. One unit is 100 cubic feet, or 748 gallons of water. For domestic customers, Otay employs
an inclining-block rate structure (the more you use, the more it costs). Customers using less than twenty units of water in a
month receive the first five units at the "lifeline" rate. This is in recognition of our elderly and/or low-income users and
rewards conservation. About 85% of our residential consumers will pay the District's standard "break-even" rate for water.
This rate pays the District's water bill and administration, operational and maintenance expenses. Customers using greater
amounts of water will pay higher "conservation" rates. These rate levels are designed to promote conservation (particularly
in the landscape) and the revenue supports the District's conservation and education programs.
COMMERCIAL, AGRICULTURAL AND OTHER NON-RESIDENTIAL CUSTOMERS |

Water is charged at the standard rate for each unit delivered. Commercial agricultural users may apply for a discount on the
water they need provided they sign an agreement to cut back and/or suspend their demand should supplies become limited (call
the District for details). Commercial landscape accounts are charged the standard flat rate per unit used. |

SEWER CUSTOMERS
The District currently provides sewer service to approximately 4,200 customers in a small, urbanized area within the northern
section of the District. The District is the owner and operator of the Ralph W. Chapman Water Recycling Facility (RWCWRF) and
a member of the City of San Diego Metropolitan Wastewater System. The monthly charge for residential sewer service reflects
each customer's proportionate share of the District's cost to operate and maintain the system, including reclamation and/or
disposal. The amount does not fluctuate with the amount of water used. |

AREAS WITH CITY OF CHULA VISTA SEWER SERVICE
The Otay Water District does not provide sewer service to its customers living in Chula Vista, however, those customers will
see Chula Vista sewer service charges on their Otay bill. This is done under contract and any questions regarding sewer
service in Chula Vista should be directed to the City of Chula Vista by calling (619) 585-5700 ext 4102. |

LATE CHARGE/PENALTIES
Charges and penalties are imposed on
delinquent accounts. If payment is not
received by the District on or before the
next month's billing the current amount
owing is subject to a 5% charge for late
payment. If subsequent attempts are made by
the District to receive payment the account
will be assessed additional charges. These
fees include, $7.50 for a phone contact or
$10.00 for a field visit. If contact
attempts are unsuccessful or do not secure
payment, service will be interrupted. To
reinstate service, additional charges up to
$40 and deposit may be required. There is a
$25.00 charge for any check returned by the
bank. |

ACH (Automatic payment service)
For added convenience and flexibility the district offers the automatic payment service as an alternative to mailing your
bill or paying your bill in person. With our automatic payment service your payment will be deducted at least 10 calendar
days after your bill is mailed. The deduction will be made the same date each month from your bank, credit union or savings
and loan account. If the deduction date falls on a weekend or holiday the payment will be deducted the following business
day. To get started with automatic payment service just call customer service and request an ACH form be mailed to you.
