An analysis of the District’s costs and revenues indicates an average 7.2% rate increase is needed, effective January 1, 2010. This increase is needed due to the enhanced cost to collect, treat, and transport sewage, as well as increased energy and materials costs. Some of the sewage collected by the District is also treated by the City of San Diego’s Metropolitan Wastewater Division. The local share of improvements to those systems is passed along to system users.
The sewer charge is based on your winter water consumption for the months of December through March of the previous year (minus a 15% usage discount which recognizes that not all water used flows to the sewer system). The new rate structure will be phased-in over a three year period to allow customers time to adjust their usage patterns. Regardless of the actual water used during the phase-in period, the maximum consumption charge will be based on 21 units per month for December 2007 to March 2008, 25 units for December 2008 to March 2009, and 35 units thereafter.
