An analysis of the District’s costs and revenues indicates an average 19.9% rate increase is needed, effective September 1, 2009. Most of the rate increase is due to higher water costs from our wholesale suppliers, the San Diego County Water Authority (CWA) and the Metropolitan Water District of Southern California (MWD).
The average residential bill will increase approximately $9.73 per month. Drought Rates will be implemented at the discretion of the Board of Directors in the event a drought level is declared by the board. The rates shown here are estimated and will be determined at the time each drought level is declared. This rate structure is intended to be revenue neutral and to have the least effect on customers who conserve.
