Recruitment Process Frequently Asked Questions

Q: How do I apply at Otay Water District (OWD)?

An online application is required to be submitted by the application due date. Click HERE to apply with our online District application. The application is one of the most important screening tools used by the District and is the applicant’s primary method of illustrating their qualifications. A resume will not be accepted in lieu of an application, nor will sections that state “see resume” and do not provide requested information. Incomplete, falsified applications or failure to disclose requested information will be cause for disqualification, removal from an eligibility list or discharge from employment.

Q: Is a separate application required for each job opening?

Yes, you must submit an application for each job for which you want to apply. If the position requires a supplemental questionnaire and required responses are not included, the application will be determined incomplete and may not be considered. Please answer each supplemental question thoroughly, clearly and provide specific examples from your work experience to support your responses.

Q: Does OWD accept applications when there are no openings?

No, OWD only accepts applications for current job openings posted on our website. However, you can sign up for “Job Interest Cards” under the District’s Employment section. Click HERE to submit a Job Interest Card

Q: Should I attach a resume, copies of certificates or DMV print out to my application?

Copies of job-related certifications may be attached with the original application. You may also attach a resume, cover letter, or other supplemental materials. Please do not submit documents verifying your legal right to work in the United States, DMV printouts or copies of any identification documents.

Q: What requirements must be met for OWD positions?

All positions require a valid California Driver’s License with a safe driving record. The District may impose additional requirements on applicants who may be required to operate a District vehicle in connection with their position or require a DOT related license. Please review each job posting for minimum requirements and qualifications.

Q: What happens after I have submitted my application?

All application materials will be evaluated based on related experience and education. Those applicants who best match the requirements for the position will be invited to continue in the selection process. The District makes reasonable accommodations if you are disabled. If candidates require special arrangements to participate in the recruitment process, they should state their needs when invited to participate.

Q: How will I know where I am in the recruitment process?

Check your governmentjobs.com profile to see your status in each phase of the recruitment process.

Q: What happens if I am selected for the position?

Final applicants will receive a conditional offer of employment and must successfully pass a background check investigation to include fingerprinting and may be required to submit documentation establishing qualifications. Once the background check is successfully completed, a final applicant will be required to take and pass a physical and drug screen.

The District is a Drug and Alcohol-Free Workplace and all employees are subject to reasonable suspicion drug tests and some positions are subject to random drug tests. Despite changes to California law, employees are still prohibited from using or being under the influence of any type of cannabis product in the workplace.

Q: How do I find out about new job opportunities?

Be sure to frequently check our website and sign up for “Job Interest Cards” under the District’s Employment section. Click HERE to submit a Job Interest Card to be notified via email of employment opportunities in the job categories for which you have indicated interest. You must renew your interest card every 12 months. The District does not have a job line.
