Distinguished Budget Presentation Award
The Government Finance Officers Association (GFOA) of the United States and Canada presented a Distinguished Budget Presentation Award to the Otay Water District for its annual budget for the fiscal year beginning July 1, 2013. The GFOA is a nonprofit professional association serving 17,600 government finance professionals throughout North America. The Distinguished Budget Presentation Awards program is the only national award in governmental budgeting. In order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, an operations guide, financial plan, and a communications device.
Excellence in Capital Budgeting
The California Society of Municipal Finance Officers presented its certificate of award for Capital Budget Excellence to the Otay Water District for fiscal year 2014.
Excellence in Operating Budgeting
The California Society of Municipal Finance Officers presented its certificate of award for Operating Budget Excellence to the Otay Water District for fiscal year 2014.
District of Distinction
The Otay Water District has received the District of Distinction accreditation by the Special District Leadership Foundation (SDLF) for 2013-2014. By receiving this accreditation, the SDLF recognized the District for demonstrating a strong commitment to practicing sound policies in the areas of governance, board conduct, district finances, transparency, reserve management, and continuing education for Board members and staff. This is the first time the District has received this biannual accreditation.
District Transparency Certificate of Excellence
The Special District Leadership Foundation (SDLF) presented the District Transparency Certificate of Excellence (2013-2015) to the Otay Water District in recognition of the District’s completion of all transparency program requirements designed to promote transparency in operations and governance to the public and other stakeholders.
Award for Public Sector Excellence
The Otay Water District has been awarded the 2013 Tyler Public Sector Excellence Award. The award recognizes the achievement of a high level of excellence in leadership, innovation, and excellence in the use of Tyler’s ERP system for business solutions.

In addition, the 2012 budget also received special recognition as “Outstanding as a Policy Document” and “Outstanding as a Communications Device”.

MISAC Award for Excellence in Information Technology Practices
The Municipal Information Systems Association of California (MISAC) presented the Award for Excellence in Information Technology Practices for 2010/2011 to the Otay Water District. The award recognizes outstanding practices in Information Technology that have met or surpassed local government standards. The award was given to the District’s Information Technology and Strategic Planning Department.

APWA Project of the Year
The American Public Works Association (APWA), San Diego – Imperial County Chapter, presented its 2011 Project of the Year Award to the Otay Water District for the Jamacha Pipeline Project. This 5-mile potable water pipeline runs from El Cajon to Rancho San Diego.
APWA Honor Award
The American Public Works Association (APWA), San Diego – Imperial County Chapter, presented its 2010 Honor Award to the Otay Water District for the 850-4 Reservoir. This 2.2 million gallon water reservoir serves the La Presa community in East County, San Diego.
American Society of Civil Engineers Award of Excellence
The American Society of Civil Engineers, San Diego Section, presented its 2010 Award of Excellence to the Otay Water District and Lee & Ro, Inc. for the Jamacha Road Pipeline Project. The award was presented in 2011.
APWA Project of the Year
The Public Works Association (APWA), San Diego – Imperial County Chapter – presented the Otay Water District and Infrastructure Engineering Corporation with the 2010 Project of the Year Award for the 640-1 and 640-2 (10 MG) Reservoirs.
CMAA Project Achievement Award
The Construction Management Association of America (CMAA) presented the Otay Water District and Valley Construction Management with the 2010 Project Achievement Award for the 1296-3 Reservoir. The 1296-3 Reservoir is located in Jamul, California.

The California Society of Municipal Finance Officers (CSMFO) presented the Otay Water District with the Certificate of Award for Excellence in Capital Budgeting for fiscal year 2009-2010.
Excellence in Operating Budgeting
The CSMFO also presented the Otay Water District with the Certificate of Award for Excellence in Operating Budgeting for fiscal year 2009-2010.
National Water and Energy Conservation Award
The Irrigation Association’s Awards and Honors Committee selected the Otay Water District to receive its 2010 National Water and Energy Conservation Award. The award recognized the District for significant achievement in the conservation of water and energy relating to irrigation procedures, equipment, methods and techniques.
