Division Responsibilities
The Engineering Public Services Division assists the public by responding to customer visits, phone calls, and inquiries regarding permits, plan-checking fees, filing procedures, permit status, meter sales, meter costs, and lateral costs. Staff administers all plan-checking submittals for potable water, recycled water, and sewer applications for approval, cellular lease agreements, fire service, backflow inspections, project deposits, and invoicing. Staff also provides inspections to private developer funded projects and the District’s Capital Improvement Projects, easement and encroachment enforcements, and survey and utility mark-outs of District facilities and GPS plots. Once bid, the Construction staff provides construction management for the projects.

Subdivision Map Processing
Property owners who wish to subdivide a parcel should first contact the agency with land-use control over the area. Within the boundaries of the Otay Water District, the land use agency will be the county of San Diego, the city of Chula Vista, or the city of San Diego. From there, you will receive guidance on how to process your map through the various departments, planning groups and agencies, including the Otay Water District.
